Domestic violence measures decried as 'piecemeal'

States and territories have agreed to speed up work on policies aimed at reducing gender-based violence, despite some criticism the reforms don't go far enough.

Prime Minister Anthony Albanese met with state and territory leaders at a national cabinet meeting in Sydney on Wednesday, where domestic violence was on the agenda.

Among the measures discussed was accelerating work on a second national action plan to end violence against women and children.

Priorities for the action plan will include improving backing for victim-survivors, enhancing support for children, and countering harm online.

A risk assessment framework will also be developed to improve safety for people who experience domestic violence.

The framework will be provided to police, GPs and hospitals so warning signs of domestic violence can be identified.

Jurisdictions will have two years to align with the national framework.

"We want to see every woman and girl be able to live in the safety that they should," Mr Albanese told reporters.

States and territories will also examine better responses to sexual violence, such as in the judicial system, as well as making sure relationship education in schools was up to scratch.

But advocates have said the measures in addressing domestic violence do not go far enough in addressing the issue.

Warringah MP Zali Steggall said the outcome from national cabinet was weak and unacceptable.

"The measures agreed to are piecemeal and will make no immediate, material difference to women and children experiencing family, domestic and sexual violence," she said in a statement.

"Women and children need real action and accountability to keep them safe."

Sarah Rosenberg, the executive director of victim-survivor organisation With You We Can, said while the focus on preventative measures was welcome, more support was needed for those who have already experienced domestic violence.
