Gun licences limited to citizens in firearms overhaul

Gun licenses will be restricted to Australian citizens as part of measures to limit access to firearms following the Bondi mass shooting.

State and territory leaders agreed to gun reforms at a national cabinet meeting with Prime Minister Anthony Albanese in Sydney on Wednesday.

Under the agreement signed between the jurisdictions, firearms licenses will be limited to Australian citizens, with 3D-printed guns also banned from being made, owned or distributed.

The meeting also agreed to allow for Commonwealth criminal intelligence to be shared with states and territories.

The changes were made as part of an update to the national firearms agreement, the first time it has been changed since 2017.

However, no additional jurisdictions signed up to a federal firearms buyback scheme following the national cabinet meeting, leaving NSW and the ACT as the only ones to take part in the scheme.

Mr Albanese said the offer remained open to jurisdictions to take part.

"We intend to proceed if states and territories are responsible for their own decisions," he told reporters in Sydney.

WA had a separate scheme in place prior to the federal buyback offer being brought on.

The federal buyback was initiated following the Bondi shooting, where 15 people died after two gunmen opened fire at a Hanukkah festival.

Conservative governments in the Northern Territory, Tasmania and Queensland are declining to sign up to the federal scheme.

But Queensland Premier David Crisafulli said there was still agreement between states and territories on reform.

"From the beginning on guns, we found good commonality, things like the fact that it should only be Aussies who own them, things like the 3D printing," he told reporters.
