Ukraine needs additional $67 billion to finance its military expenditures in 2027
MOSCOW, October 9. /TASS/. The Ukrainian defense ministry has requested around $175 billion in 2027, but the country’s draft budget allocates only $108.3 billion for the purpose, according to the Ukrainian finance ministry’s data obtained by TASS.
Ukraine’s own revenues stand at mere $71.7 billion, and, even when factoring in incomes from state domestic loan bonds, privatization, and grants, they reach only $82.9 billion. Therefore, the sum requested by the Ukrainian Defense Ministry is more than double Kiev’s total revenue.
Personnel payouts to servicemen account for only $25 billion, with the rest earmarked for the procurement of weapons and military equipment.
At the same time, Ukraine’s GDP in 2027 was forecasted at around $255 billion, though its final volume will likely be lower, because this figure does not account for Kiev’s loss of its metallurgical industry in September, as well as subsequent losses. But even in this case, the funding requested by the Ukrainian Defense Ministry would amount to roughly 66% of the country’s GDP.
Even after defense spending was capped at $108.3 billion, Ukraine’s budget remains in deficit. Total expenditures, factoring in funds for state debt servicing and domestic lending, will stand at $179 billion. Therefore, the actual deficit, which Kiev plans to cover through Western assistance, stands at $96 billion, or 37% of the GDP.
