The Eagles responded with a 2-yard touchdown run from Tank Bigsby and Hurts connected with Smith for a 22-yard touchdown late in the second quarter.
But the Titans refused to go away.
Joey Slye kicked a 37-yard field goal just as time expired in the first half, cutting Philadelphia's lead to 14-10.
