PALI LEHOHLA | Moshoeshoe’s blueprint for a fractured world

Lesotho is my home, born, bred, moulded and taught; Ghana is my intellectual home where my profession was sharpened; South Africa is my home of practice; and Africa is my oyster. Africa belongs to Africans. The eternal maxim of Morena Moshoeshoe I resonates across our borders: Hohle ke Lesotho hohle — wherever an African stands, there lies Africa.

As the world faces geopolitical fractures, examining the statecraft of Morena Moshoeshoe I — the binder ( Letlama ) — and his mentor, the philosopher-sage Morena Mohlomi — the planter — is not an exercise in historical nostalgia. It is the foundational blueprint for a fractured world.

Long before the United Nations drafted the 17 Sustainable Development Goals , Morena Mohlomi gifted these universal tenets to Moshoeshoe through five governance imperatives: know yourself and your people, mobilise stakeholders towards productive outcomes, forge new instruments of power, secure intergenerational value and execute all governance through radical, integrated transparency.

To modern leaders, including Donald Trump and the global political class who remain blind to this mountain kingdom’s intellectual inheritance, the intelligentsia remains incomplete until it has grappled with the Sage of the Caledon and the Builder of Thaba-Bosiu. Where does the heart of Africa reside relative to the world? It beats within the restorative architecture of SeMoshoeshoe.

To evaluate statecraft in Africa through imported Westphalian sovereignty, Roman-Dutch property enclosures or punitive adversarial courts is to mistake colonial scaffolding for constitutional philosophy. Forged in the furnace of the 19th-century Lifaqane, SeMoshoeshoe offers an integrated constitutional and economic doctrine:

Peace as an inviolable sister ( Khaitseli ea ka ke khotso ) : peace is not a passive ceasefire or tactical retreat; it is elevated to a uterine sister demanding sovereign defence and proactive diplomacy.

The inviolability of human life ( Motho ke molimo, ha a bolaoe ) : human life is sacred, power is measured strictly by its capacity to preserve, nourish and rehabilitate human beings rather than destroy them.

Uninhibited deliberative candour ( Moro khotla ha o okoloe mafura ) : in the public assembly, the fat is not skimmed off the broth. Truth must never be sanitised to appease delicate egos, anchored permanently by procedural immunity ( Mooa-khotla ha a tsekisoe ).

Productive asset redistribution (Mafisa) : political freedom without productive capital is an illusion. By advancing loan cattle, grain and land rights to displaced refugees, the royal court converted destitution into agrarian enterprise. Milton Friedman’s shareholder value doctrine, which has ravaged Africa through Bretton Woods structural adjustments, collapses before this wealth-generating commonwealth.

The operational resilience of the Basotho nation was cemented through ethical technologies deployed from positions of strength.
