8th Pay Commission salary hike: A 2.0 fitment factor could double basic pay, but your gross salary may rise much less

The 8th Pay Commission has not yet announced a fitment factor , but even a relatively high multiplier such as 2.0 is already being discussed as a possible benchmark for central government employees. At first glance, the number appears straightforward. A 2.0 fitment factor would double an employee’s existing basic pay.

This distinction is important because basic pay is only one part of a government employee’s monthly salary. Gross pay also includes allowances such as dearness allowance (DA), house rent allowance (HRA) and transport allowance. When a new Pay Commission takes effect, these components can be recalculated, which means the increase in basic pay and the increase in total salary can look very different.

The 8th Central Pay Commission was constituted in November 2025 and is currently gathering views from employees, pensioners and other stakeholders. It has already held interactions in Delhi and is scheduled to visit Jaipur, Chennai, Puducherry and Chandigarh in the coming weeks. The fitment factor has not been finalised.

A 2.0 fitment factor would take the basic pay to ₹ 70,800. That is a 100% increase.

However, the employee’s current gross salary is not ₹ 35,400. Assuming a 60% DA and 30% HRA for an X-category city, the gross salary would be about ₹ 67,260 before other allowances.

Under an illustrative 8th Pay Commission calculation, if DA starts afresh at 0% and HRA is assumed at 24% of the revised basic pay, the gross salary would rise to about ₹ 87,792.

That means the basic pay doubles, but gross salary rises by only about 30.5% .

The reason is the treatment of DA. An employee receiving 60% DA today is already getting a substantial amount over and above basic pay. When a new pay structure is introduced, DA is generally reset and then starts accumulating again on the revised basic pay.

So, comparing today’s basic pay directly with the proposed revised basic pay can make the eventual salary increase appear much larger than it actually is.

The experience of the previous Pay Commissions also shows why employees should look beyond the headline multiplier.

The 7th Pay Commission used a fitment factor of 2.57. But the government’s calculation did not mean that employees would receive a 157% increase in their overall pay. A significant part of the factor reflected the merger of the prevailing DA with basic pay. The government said the actual increase in pay and pension, after accounting for DA, was at least 14.29% when the recommendations were implemented.

This is the central issue with interpreting the 8th Pay Commission fitment factor.

If the commission eventually recommends a factor of 2.0, the immediate mathematical effect on basic pay would be clear. But the employee’s actual gross salary will depend on what happens to DA, HRA, transport allowance and other components under the new pay structure.

For example, the same illustrative calculation shows that a 2.38 fitment factor could raise the Level 6 basic pay to ₹ 84,252 and gross salary to about ₹ 1.04 lakh. At 2.57, the basic pay would become ₹ 90,978 and gross salary about ₹ 1.13 lakh.
