The Karnataka Legislative Assembly on Monday passed, without debate, the Registration (Karnataka Amendment) Bill, 2026, which seeks to enable property registration without the physical presence of either party at sub-registrar offices across the State.

Deputy Chief Minister G. Parameshwara, who holds the Revenue portfolio, said the Bill would enable e-registration, or remote registration, of compulsorily registrable documents. It also provides for issuing certified copies through a centralised virtual distribution system, thus reducing delays.

The Bill proposes penalties for fraudulent manipulation of, or hacking into, the department’s portal or software. It also seeks to integrate property-related software to prevent illegal registrations, particularly in urban areas, simplify the registration process, and ensure proper due diligence by sub-registrars in the public interest.

The Bengaluru Metropolitan Land Transport Authority (Amendment) Bill, 2026, was passed to ensure continuity in administrative decision-making amid the urgent need to decongest traffic and address Bengaluru’s growing mobility challenges. The authority is empowered to approve all major urban transport projects.

The House passed the Karnataka Goods and Services Tax (Amendment) Bill, 2026, to remove the threshold limit for sanctioning refund claims in case of goods exported from India with payment of tax.

The Karnataka Shops and Commercial Establishments (Amendment) Bill, 2026, was approved to exempt establishments already registered under the Occupational Safety, Health and Working Conditions Code, 2020 (Central Act 37 of 2020), from registration, introduce an electronic or digital mode for payment of fees, and enhance ease of living and doing business.

The House approved the Karnataka Gram Swaraj and Panchayat Raj (Second) (Amendment) Bill, 2026, for levying and collecting taxes on buildings at the panchayat level. This Bill replaced the ordinance.

The Karnataka Industries (Felicitation) (Amendment) Bill, 2026, and the Karnataka Land Revenue (Amendment) Bill, 2026, were also passed.
