Minister for Energy Resources and Law C.T.R. Nirmal Kumar on Thursday (September 3, 20266) introduced a Bill in the Assembly to amend the Tamil Nadu Fire and Rescue Services Act, 2025, seeking to remove references to the National Building Code of India, 2016, in compliance with the recommendations of the Business Reforms Action Plan (BRAP), 2026.

Mr. Kumar moved the Bill on behalf of Chief Minister C. Joseph Vijay, who holds the portfolio of Fire and Rescue Services. According to the Statement of Objects and Reasons of the Amendment Bill, the Bureau of Indian Standards, through a Gazette notification issued on April 30 this year, had withdrawn the National Building Code of India, 2016.

Further, under one of the priority areas, namely Construction Permit and Building Regulations, of the BRAP, 2026, it has been recommended that fire and building norms be modernised by removing references to the National Building Code from building laws and replacing them with liberalised and modern standards. Based on that recommendation, the State government has decided to make suitable amendments to the parent Act.
