Revised white paper on local government will trigger change: Hlabisa

Cooperative Governance and Traditional Affairs (CoGTA) Minister Velenkosini Hlabisa says the launch of the revised white paper on local government will trigger the necessary changes in the sector.

Hlabisa says 28 years after the introduction of the white paper, government has learnt valuable lessons about the challenges facing municipalities.

Speaking ahead of proceedings, the minister says the current Local Government Funding Model has shown to be ineffective.

“If you treat a metro like a small deep rural municipality in terms of allocation of resources, you are missing the point.

The white paper as revised proposes a differentiated approach in terms of funding.

Bigger municipalities must not be funded like the way smaller municipalities are funded.

It elevates the issue of implementation.” Video: Government launches final Revised White Paper on Local Government – Nosipho Radebe reports
